Intensive Probation Supervision: Mixed Effectiveness in Controlling Crime

The focus of this report is to evaluate the ability of Arizona's Intensive Probation Supervision (IPS) program to control criminal behavior. Two measures of criminal behavior, arrests for new crime and revocations, were used to compare offenders who were sentenced to IPS versus probation or IPS versus prison. GAO concludes that the Arizona IPS program is effective in controlling criminal behavior, but it does not ensure public safety. Once offenders move from IPS to standard probation supervision, arrests increase. Accession Number: 001070
