From an analysis of thirty-six medium security prisons, this report finds that most of the variance in construction costs is attributed to the amount of space provided per inmate. Other contributing factors were the type of building structure, the housing area design and layout, the mix of security levels needed, and geographic location. Operation costs variances were attributed to personnel salaries and expenses, inmate-to-staff ratios, and the costs of supplies, materials, and food.
