Written primarily for human services administrators and specialists, this guide presents a general process for developing or expanding correctional industry programs for inmates that are mentally handicapped. Major sections of the guide include: legal and legislative issues, which cover pertinent legal and statutory regulations governing correctional industries; model services that describe the major components of model services programs geared for the mentally handicapped inmate; operative programs that present overviews of five programs serving this population; and planning and development, which identifies and discusses key decisions and stages in initiating correctional industry programs for mentally handicapped inmates.
