Evaluability assessment helps to determine whether a program has been planned and implemented well enough to be evaluated. This monograph focuses on how to plan and develop the type of program that is likely to produce a successful comprehensive evaluation. It highlights some of the most recent efforts to examine programs in terms of whether or not they are utilizing dimensions known to be effective and avoiding those established as ineffective.
