Epidemiological reports show the strong correlation between frequent alcohol and other drug (AOD) use and delinquency, which contributes to the juvenile drug-crime cycle. This report summarizes existing knowledge about AOD intervention programs for youth, and suggests an integrated model useful for community programs. Contents include: introduction and purpose; the juvenile drug-crime cycle and substance-using population; juvenile justice system conceptual underpinnings and development; juvenile justice system process; general recommendations for future intervention research; and summary and recommendations for a model program to include single point of entry, immediate and comprehensive assessment, cross-system case management, continuum of care, judicial decision making, systems collaboration, treatment, utilization of traditional services, continuing care, and evaluation.
