The scope of this report "is limited to identifying how the operations of the mental health system impact criminal justice and what criminal justice initiatives can be developed to better manage the population of offenders with mental illness (p.i)." The public mental health system in Texas has largely de-institutionalized its programs. Due to a variety of reasons, many adults in need of help receive no mental health treatment. These individuals stand a greater chance to engage in offending behavior and end up in the criminal justice system. The increase of mentally ill offenders sentenced to prison since 1988 has been 399% while the general prison population has risen 262%.
