The range of activities funded through the 20% primary prevention set-aside portion of the Federal Substance Abuse Prevention and Treatment (SAPT) Block Grants is described. Information compiled on state and the District of Columbia spending is divided into 5 sections -- state prevention system, funding and resources, programs and services, data collection activities, and support services. Alcohol, Tobacco, and Other Drug (ATOD) Agencies are administratively placed within a broad range of state departments. Most states supplement the prevention set-aside with state general revenues.
