Problem Solving in Practice: Implementing Community Policing in Chicago

The manner in which the Chicago Police Department has implemented its problem-solving approach to crime -- the Chicago Alternative Policing Strategy (CAPS) -- is examined. Successful program implementation was closely associated with the factor of effective leadership, especially that of beat sergeants.
