The manner in which the Chicago Police Department has implemented its problem-solving approach to crime -- the Chicago Alternative Policing Strategy (CAPS) -- is examined. Successful program implementation was closely associated with the factor of effective leadership, especially that of beat sergeants. Contents include: introduction; Chicago's problem-solving model; the neighborhoods and problem solving, police problem solving; categorizing the beats; leadership is key; community capacity and police effectiveness; and enhancing program implementation -- recommendations for the future.
