Texas Tough?: An Analysis of Incarceration and Crime Trends in the Lone Star State

The growth in Texas' incarcerated population, the impact of incarceration on specific communities, and the low rate of decrease in victimization are examined. Some of the statistics from this report include: 5% of adult Texans are under criminal justice supervision; 54.8% of those incarcerated were convicted for non-violent offenses; blacks have in incarceration rate seven times greater than whites; and Texas had only a 5.1% drop in criminal rates while New York had a decrease of 21%; (Texas having the fastest growing prison population compared to New York with the third slowest growth rate).
