Findings from an evaluation of the first operational year of Project Spotlight are presented, along with recommendations for program improvement. "Project Spotlight is a supervision and prevention program for high-risk juvenile and young adult offenders who are placed under probation supervision" (p. i). Five sections comprise this report: Project Spotlight program overview; overview of offender characteristics; implementation issues; recommendations and performance expectations; and Criminal Justice Policy Council activities.
