The effect of reciprocity on the criminal justice system is elucidated. The reason some people don't respect laws or don't fear the government can be directly linked to the changes in the rule of law by William the Conqueror. He replaced the Danelaw, which focused on the victim and harm done, to the Norman Rule of Law, which dictates that penalties are payable to the feudal lord's treasury, not the victim. The body of this paper discusses the flaws and inadequacies of the Norman law with its negative reciprocity, and suggests a return to positive reciprocity as found in a descendant of Danelaw -- restorative justice.
