Following a decade of prison expansion, states are grappling with significant budget shortfalls. Designed for state policy makers, this monograph offers "strategies and approaches that can reduce corrections spending without jeopardizing public safety" (p. 4). Five sections comprise this report: introduction; who goes to prison; what the public thinks; managing prison population levels without breaking the bank -- returning discretion to judges and reducing nonviolent prisoner populations, drug policy reform, comprehensive sentencing reform, parole reform, and policy reforms under consideration around the country; and conclusion.
