An evaluation of the Thorn Cross High Intensity Training (HIT) Centre (serving northern England) and the Colchester Military Corrective Training Centre (MCTC) is presented. The Thorn Cross HIT utilized a synthesis of military elements and rehabilitation regime, while the Colchester MCTC use purely a military regime. This report includes the following sections: executive summary; history and description of the Thorn Cross HIT regime; analysis of HIT reconvictions; history and description of the Colchester MCTC regime; analysis of MCTC reconvictions; and conclusions. For every pound spent at Thorn Cross, five pounds were saved. Colchester lost a pound for every pound expended.
