Sentencing and Corrections in the 21st Century: Setting the Stage for the Future

The effects of change upon corrections and sentencing and implications for the future are explored. Issues addressed in this report include: correctional population growth; from indeterminancy and rehabilitation to crime control and incapacitation; changes in crime rates; factors accounting for the growth in the incarceration rate; impact of the changes; examining the effectiveness of different strategies, such as incapacitation and deterrence, controversy over costs, intermediate sanctions, and what works -- rehabilitation; intended and unintended consequences; and emerging paradigms.
