Sources of surplus federal property available to state and local law enforcement and correction agencies include: the 1033 Program (formerly the 1208 Program) which makes excess Department of Defense personal property available to government agencies whose primary function is the enforcement of laws and whose officers are compensated and have the powers of arrest and apprehension; State Agencies for Surplus Property (SASP) programs, found in every state and territory, which make surplus personal property from all federal sources available to public agencies and certain nonprofit, tax-exempt agencies; the 1122 Program which allows state and local governments to purchase, through the federal government, new law enforcement equipment for counter-drug activities; and equipment loans, leases, and other support. This manual describes the policies and operation, processes for entry, screening, requisitioning, receiving, and utilization, and sources of supply for each program. Appendices contain sample letters, memoranda, forms, and policies pertinent to excess and surplus Federal personal property access.
