Some of the root causes for the "dysfunction of a number of public systems that are charged with providing mental health services and supports for children, youth, adults and seniors who have been diagnosed with mental illnesses" are examined (p. 1). In addition to an executive summary, this report has seven chapters: introduction; how we got here; impact on children and youth; impact on adults; impact on seniors; fulfilling the promise -- concrete steps toward a new vision; and an inter-generational vision for effective mental health services and groups.
