A negotiation process "consistently proven" to be the most risk effective way to resolve a crisis situation is presented. These guidelines are comprised of sections regarding: resolution determination; the preferred strategy; negotiation capability; public confidence and liability; negotiation team composition; mental health assistance; selecting team members; required initial training for negotiators; recurrent negotiation training; team organization; role in command structure; commanders don't negotiate and negotiators don't command; recommended negotiation approaches; desired outcomes; relationship with command; handling the press; post incident debrief and review; and additional guidance.
