This report attempts to answer the questions: Are ATI programs really alternatives to incarceration? Or do they sanction people who would not have gone to jail anyway? Sections of this brief are: introduction; ATI programs included in the research; methodology; the findings -- the misdemeanor program, the combined felony programs, and individual felony programs; conclusions; and policy implications. The ATI programs displaced many defendants, allowing this agency to exceed its goals.
