The "requirements for the U.S. government to develop a civilian capacity to deploy police, judges, and corrections officials to peace and stability operations," in other words, what is needed to guarantee public order following military intervention, are examined (p. 1). Sections contained in this report are: summary; introduction; existing capacity; proposed operational capacity for a civilian Office for Rule of Law Operations (ORLO) and federalizing the Rule of Law Reserves (RLR); implementation; and conclusion.
