Action Research Study of the Implication of the National Offender Management Model in the North West Pathfinder. Final report

The impact of changes due to the implementation of the National Offender Management Model (NOMM) in the North West Pathfinder is investigated. Based on a case management approach, NOMM is intended to improve continuity of offender management, with the offender an active participant in the process, in prison or in the community. Sections comprising this report are: introduction; summary of Pathfinder implementation; the offender experience; organizational structure; roles of staff; information systems; processes (e.g., tiering, maximizing continuity, and assessment and sentence planning); cost implications; and conclusions and recommendations for national roll-out. While the effectiveness of NOMM was not assessed, the study provides Pathfinder corrections staff assistance "to work through the human and organizational difficulties inherent in any major changes in working practices" (p. 2).
