Critical flaws in Alabama's criminal justice system and strategies to combat spiralling prison population growth are examined. Following an executive summary, this report discusses: the crisis in brief; history of the crisis; the pitfalls of prison privatization and "back door" finance; who goes to prison in Alabama; sentencing issues, average length of stay, and the increase in time served; community corrections and under-funded, under-utilized alternatives; and the Alabama Sentencing Commission -- prospects for sentencing and correctional reforms.
