An Impact Assessment of the Prolific and Other Priority Offender Programme

The use of the Prolific and other Priority Offender (PPO) programme to prioritize and direct resources to that "small number of offenders [who] are responsible for a disproportionate amount of crime" is evaluated (p. iv). Sections following an executive summary include: introduction to PPOs and the program; method section; results; discussion; and an appendix about Propensity Score Matching (PSM).
