The Matrix: Matching the Offender With Treatment Resources

The Matrix is an intranet-based management system designed to address risk, need, and responsivity by Iowa's Sixth Judicial District Department of Correctional Services. A position for each offender is plotted on a 16-cell matrix grid by using data generated by several assessment tools. Risk (control) and need (treatment) comprise the grid's two axes. Each axis has four areas: low, moderate, elevated, and high. By seeing where offenders fall on the grid, the agency can better determine what sanctions or treatments are best suited to the offender.
