The Challenge of Risk Management in a Small Corrections System

The North Dakota Department of Corrections and Rehabilitation (DORC) risk management system was created to ensure that the riskiest offenders are housed in prison. The system attempts to be truly risk-driven. While the system is not totally in place, the move is well under way. Parole/probation contact standards are not relied upon. Caseloads are prioritized according to risk. Performance is judged by how well probation/parole officers manage the criminogenic need demonstrated by the offenders supervised. Problems encountered include the need for a better risk assessment tool, staff not universally embracing the new system, and a lot of scrutiny from outsiders. Accession Number: period162
